Nice specimen with interesting and scarcer reverse employing actually two deities, issued around 203 AD. It is one in the INDVLGENTIA series - advertising and celebrating through this minor Roman goddess the emperor's "indulgence", or merciful acts for the public good - and in this case referring to the construction of an aqueduct in Carthage, of which Dea Caelestis was a patron deity.
