Even though a capable jurist and consul, elevated to Emperor by Senate at the death of Domitian, Nerva was viewed with suspicion by the army that used to be at ease with his martial predecessor. One of the devices he used to alleviate this problem was coin-based propaganda messages, exemplified by this issue; the other was the move to adopt as his heir the popular general Trajan - one that was to have lasting and positive consequences.
